The Cyprus government plans to launch new electric mobility support programs with a total budget of €25 million. The amount of the grants, eligible categories, and application deadlines will be announced later. Transport, Communications and Works Minister Vafeades? reported the plans on October 16 while presenting the ministry’s budget in Parliament. The new programs are intended to support the transition to electric mobility and the renewal of the country’s vehicle fleet.

What EV subsidies will be available in 2027?

Two programs with a combined budget of €25 million are planned for 2027. A total of €20 million will be allocated to the purchase of electric vehicles, while €5 million will go toward a vehicle scrappage program. The Ministry of Transport has not yet announced who will be eligible for the grants, which categories of vehicles will be covered, or what requirements applicants will have to meet.

These conditions are expected to be published together with the official rules of the new schemes in 2027. Potential EV buyers should therefore wait for the final terms to be released. It is not yet known whether there will be separate categories for individuals and businesses, or whether applicants will have to scrap an older vehicle in order to receive a subsidy toward the purchase of a new one.

How much could buyers receive for an electric vehicle?

The exact subsidy amount under the 2027 program has not yet been announced publicly. For comparison, previous electric mobility support schemes in Cyprus provided a grant of €9,000 toward the purchase of a new private vehicle with zero CO2 emissions. Funding was provided under Cyprus’s Recovery and Resilience Plan.

However, this amount should not be treated as a guaranteed subsidy for 2027. The new terms have not yet been published, so the level of financial support may differ. In previous schemes, the Road Transport Department accepted applications online. Demand for certain categories was high, and available funding could be exhausted quickly. Information on active and completed programs can be found on the official portal of the Cyprus Road Transport Department in the section covering electric mobility and vehicle scrappage grants.

Cyprus plans to register electric scooters

In addition to subsidies, Parliament also discussed rules for the use of electric scooters. The Transport Minister announced plans to create a dedicated registry for these devices. Under the proposals presented, electric scooters would have to be registered and undergo technical inspection. A fee may also be introduced, along with the option to obtain insurance.

According to the minister, the new requirements would make the purchase and use of electric scooters more regulated. However, the final rules and implementation timeline should be confirmed once the relevant decisions are officially published.

Transport Ministry budget to rise to €611.2 million

The proposed 2027 budget of the Cyprus Ministry of Transport, Communications and Works will amount to €611.2 million. This is 11.3%, or approximately €60 million, more than the approved 2026 budget. The minister identified major infrastructure projects, including road construction and upgrades aimed at reducing traffic congestion, as the ministry’s main priority. The total value of projects already under implementation stands at €640 million. The minister said that none of the projects previously announced would be postponed.

The minister also commented separately on the situation at Larnaca Port. According to her, the transfer of the land section of the port is proceeding without legal obstacles. The marina issue is more complicated, and the existing legal problem is being reviewed together with the Legal Service.

The quality of public transport was also raised during the parliamentary session. DISY MP Charalambos Petrides referred to a recent report by the Audit Office, according to which 63% of those surveyed said they would not choose to travel by bus again.

The figure points to the need to improve bus services and the quality of passenger service. The development of public transport, road infrastructure, and electric mobility remains one of the key areas of Cyprus’s transport policy.
