From July 1, 2026, important changes to Cyprus legislation governing the use of motorcycles with learner's driving permits will come into force. The new rules will significantly restrict novice riders from using public roads without supervision and will change the conditions for using learner's licences.

The authorities say the reform is necessary to improve road safety and reduce the number of accidents involving motorcyclists. Particular attention is being given to young and inexperienced riders who, according to statistics, are more likely to be involved in serious road accidents.

Why Cyprus Is Tightening the Rules

Over the past several years, motorcycle safety has remained one of the most widely discussed road safety issues on the island. Despite numerous awareness campaigns and increased enforcement, riders of motorcycles and scooters continue to be among the most vulnerable road users.

According to road safety authorities, a significant proportion of serious traffic accidents involve motorcycles and scooters. In many cases, the riders are beginners who have not yet obtained a full driving licence and are still riding with learner's permits.

For this reason, the Cyprus Road Safety Council supported amendments to the Driving Licence Law No. 94(I)/2001. Deputy Minister of Transport Alexis Vafeades previously stressed that the primary objective of the reform is not to introduce additional restrictions, but to reduce accidents and protect the lives of young riders.

When Riding a Motorcycle Will Still Be Allowed

Once the new rules take effect, holders of learner's motorcycle permits will no longer be allowed to use motorcycles independently for everyday travel.

Riding on public roads will only be permitted during practical training under the supervision of a licensed instructor, while taking the practical driving test for a full licence, or when operating training motorcycles belonging to the police, the fire service, or the National Guard.

In practice, this marks the end of the long-standing system in Cyprus that allowed learner riders to travel independently on public roads. The Ministry of Transport believes the measure will help novice riders develop the necessary skills in a safer environment under professional supervision.

New Protective Gear Requirements

Alongside the restrictions on independent riding, new safety equipment requirements will also come into effect. In all permitted situations where a motorcycle is used, riders will be required to wear a complete set of protective gear. In addition to a mandatory helmet, they must wear a high-visibility reflective vest, protective gloves, a back protector, knee protectors, and elbow protectors.

Cyprus has long required the use of motorcycle helmets, but the new regulations place greater emphasis on comprehensive rider protection. Experts note that high-quality protective equipment can significantly reduce the severity of injuries even in relatively minor collisions.

This is particularly important during the summer months, when the number of motorcycles on the island increases sharply and high temperatures often tempt some riders to neglect protective gear.

How the New Rules Will Affect Delivery Services

One of the most significant consequences of the reform could be its impact on the delivery industry. Today, many couriers in Cyprus use mopeds and motorcycles in categories AM, A1, A2, and A. Some employees currently work while holding learner's permits until they obtain a full driving licence.

After July 1, this practice will no longer be allowed. Couriers will need a valid full driving licence for the appropriate category to work legally. Business representatives have already expressed concerns about a possible staff shortage, particularly in the major cities of Nicosia, Limassol, Larnaca, and Paphos, where demand for delivery services continues to grow.

Another challenge is that obtaining a full driving licence can take several months. This particularly affects foreign workers, who make up a significant share of the island's delivery workforce. Experts believe employers will need to plan staff training more carefully and register new recruits for driving tests well in advance.

Learner's Permit Validity Period Will Change

Another important change concerns the validity period of learner's licences. Previously, learner's permits were issued for one year with the option of renewal. From July 2026, a standard validity period of two years will apply to learner's permits for all vehicle categories. The authorities believe this will simplify the training process for future drivers and reduce unnecessary bureaucracy.

However, officials from the Road Transport Department remind applicants not to leave their practical driving test until the last minute. In some parts of the island, waiting times for practical tests can be lengthy, particularly during periods of high demand. Those planning to obtain a full driving licence are therefore advised to book their tests well in advance rather than relying solely on the extended validity of their learner's permit.

What the New Rules Mean for Future Riders in Cyprus

The introduction of these new regulations represents one of the most significant road safety reforms in recent years. The government is focusing on a more structured and supervised motorcycle training system in an effort to reduce accidents involving novice riders.

For future motorcycle owners, the changes mean a longer and more organised path to obtaining a full driving licence. On the other hand, the authorities are confident that the new requirements will help create a stronger culture of road safety and reduce risks on Cyprus roads.

With the number of motorcycles and scooters continuing to grow across Cyprus, particularly in major cities and tourist areas, road safety remains one of the country's key transport policy priorities in 2026.
