Limassol is preparing major changes to the way urban mobility is organised. Public transport is expected to take a central role in the city’s development planning, while residents’ dependence on private cars will gradually be reduced. This was stated by Lukas Dimitriou, head of the interdisciplinary team and associate professor at the University of Cyprus. According to him, simply restricting car use is not enough. Residents need to have a convenient and reliable alternative.
That is why the city plans to make bus transport more comfortable, attractive and economically efficient. Only then will residents have a real incentive to leave their cars at home. The University of Cyprus and Frederick University are working on transport and urban development. The team is planning simultaneously for three municipalities — Limassol, Amathus and Polemidia. At the same time, specialists are cooperating with the EMEL bus company.
What changes are planned for the transport system
One of the main areas of focus is the restructuring and modernisation of Limassol’s bus network. Among the solutions currently being considered are new Park and Ride systems and modern bus stations. This is not simply about replacing ordinary bus stops. The plan is to create full-scale transport hubs where passengers can transfer between different modes of transport and access additional services.
This concept has already taken concrete form in the preliminary design for a multimodal hub on Spilion Street. Limassol Municipality presented it on 24 July 2026. The future hub on Spilion Street is planned as a Park and Ride facility: motorists will be able to leave their cars in the car park and continue their journey to the city centre by public transport or other forms of sustainable mobility.
The project provides for the integration of city buses, electric vehicles, bicycles, car sharing and taxis. Waiting areas, sanitary facilities, cafés and electric vehicle charging stations are also planned. In addition, the space is intended to become a fully developed public area with greenery, a children’s playground, an outdoor gym and shaded public spaces.
Park and Ride is already operating in Limassol
The Park and Ride concept is not new to Limassol. The first such system was launched by the city together with EMEL on 16 September 2020 as part of European Mobility Week. Passengers could leave their cars free of charge at a municipal car park and use a shuttle to the city centre. The service operated at intervals of around 15 minutes, while the journey took approximately 10 minutes.
In January 2025, another free Park and Ride facility also began operating in the Kolossi area near the Alphamega Stadium. It provides 102 parking spaces. Today, EMEL remains the official operator of regular passenger transport in the Limassol district; the latest data from the Ministry of Transport were updated on 28 August 2026.
First proposals expected in September
According to Dimitriou, the first concrete proposals for the further development of Limassol’s transport system are expected to be presented by the end of September 2026, most likely during European Mobility Week. Specialists are also separately studying the possibility of a large-scale transition to one-way traffic on a number of streets.
The initiative is not only about tackling traffic congestion. As part of Limassol’s Sustainable Urban Mobility Plan, the authorities are also implementing projects related to bus lanes, cycling infrastructure and improving the safety of all road users. The Ministry of Transport emphasises that the aim of these measures is to improve the functioning of the road network, the quality of public space and the city’s sustainable mobility.
The main principle of the new approach is simple: Limassol needs not only new roads, but also a real alternative to the car. If buses, Park and Ride, cycling and other infrastructure become convenient and interconnected, the need to use a car for every journey will gradually decrease.
