Cyprus Plans to Serve Speed Camera Fines at Land Checkpoints

The issue of funding for the Photo Radar List application will once again be submitted to the Parliamentary Finance Committee for consideration. The Ministry of Finance is requesting €146,640 excluding VAT for the technical implementation of the system. The main purpose of the application is to help police identify drivers who have still not been served with fine notices issued by the traffic camera enforcement system.

The issue concerns around 16,000 unserved fines linked to Turkish Cypriot vehicles. The problem arose because the authorities of the Republic of Cyprus are unable to serve such notices on vehicle owners residing in the occupied areas. Once the Photo Radar List is launched, information on unserved fines will be linked to existing police information systems. This will make it possible to check for outstanding fines directly when crossing checkpoints.

Where fines will be checked

Initially, the system was also considered for use at airports and seaports. However, this idea was abandoned due to Cyprus’s upcoming connection to the Schengen Information System and following relevant legal consultations. The main locations for checks will be:

1. land checkpoints when crossing the Green Line;
2. police stations;
3. locations where criminal record certificates are issued;
4. at a later stage, roadside checks using police officers’ tablets.

The application will display information about vehicles and drivers with outstanding unserved fine notices. This means that if a vehicle linked to an unpaid fine crosses a checkpoint, police will be able to identify the outstanding fine and serve the relevant notice.

The Photo Radar List project has been under discussion for 3 years

The need to create a separate tool for dealing with such fines has been discussed since September 2023. At that time, police informed the contracting authority about the problem, and the Ministry of Transport asked Conduent, which was later succeeded by Modaxo, to estimate the cost of development.

In spring 2025, the issue was examined by the Parliamentary Legal Affairs Committee. One of the main questions concerned the legality of the procedure. In May 2025, the Legal Service stated that existing legislation allowed the application to be implemented without changes to the law. In June 2025, the contractor’s proposal worth €146,640 plus VAT was approved.

By December 2025, the technical work had been completed. The system was demonstrated in a test environment, and an acceptance certificate was signed on December 3. However, additional parliamentary budget approval was required for the system to actually go live. In March 2026, the government submitted a similar request, but the Finance Committee rejected it by a majority vote. In September, the issue returned for consideration following additional consultations on personal data protection and the legal aspects of the system. If Parliament approves the funding this time, the Photo Radar List will become an additional tool for police to serve fine notices, primarily at land checkpoints.
