Stricter Enforcement of Fine Payments to be Introduced in Cyprus

The Cyprus Traffic Police announced preparations to launch a new digital system that will allow effective monitoring of the payment of administrative fines for traffic violations. Thus, in the near future, a large sum of money will be allocated from the state budget for the technical implementation of the project.

The initiative is aimed at solving the long-standing problem of unpaid fines, which has become particularly acute after the introduction of automatic photo enforcement cameras. The authorities expect that the new program will significantly increase fine collection and strengthen control on Cyprus roads.

The problem of unpaid fines: thousands of violations without consequences

According to the police, as of today about 12 thousand fines issued to vehicles with Turkish Cypriot registration plates remain unpaid. In most cases, it is not possible to establish the identity of the drivers and bring them to responsibility due to lack of access to data or inability to correctly identify vehicle owners.

The head of the traffic police, Haris Evripidou, reported that at the beginning of February the department sent an official appeal to Parliament requesting urgent allocation of funds to launch the software. According to him, implementation of the project can begin immediately after budget approval.

Why this situation arose

The mass accumulation of unpaid fines began after the full implementation of the automatic traffic violation photo enforcement system in Cyprus. Cameras record speeding, running a red light, and other offenses, however notifications of fines do not always reach the recipients.

In a number of cases, letters were not delivered by mail, and sometimes determining the current residential address of the offender proved impossible. The problem is particularly acute with regard to foreign citizens and tourists.

How the Photo Radar List system will work

The new program called Photo Radar List will allow police officers to promptly check for unpaid fines in a unified database. Access to the system will be carried out via tablet devices during road checks or at the “green line” checkpoints.

This means that information about violations recorded by cameras will become available directly at the moment of vehicle inspection. Thus, the driver can be notified of the debt immediately, without lengthy correspondence and bureaucratic procedures.

Installation of the system at airports and seaports is not planned, since this may contradict the requirements of Schengen legislation and existing international movement control standards.

According to preliminary estimates, the cost of development and integration of the software will amount to about 150 thousand euros. This amount includes creation of the digital platform and its connection to existing police information systems.

Problems with rental cars and tourists

Particular attention is being paid to fines issued to rental cars. According to police information, until the middle of last year approximately 18 thousand violations involving vehicles of rental companies were recorded. However, official protocols were drawn up in only 1.4 thousand cases.

The difficulties are related to the fact that tourists often leave Cyprus before the violation data is processed. The procedure requires sending an official request to the car rental company, as well as electronic registration of information through the eTOL system. To date, full integration of these data into the general fines database has not yet been completed, which complicates the recovery of funds.

Digitalization of control and prospects

The launch of the new system will become part of a broader strategy for the digitalization of public services in Cyprus. In recent years, the authorities have been actively modernizing the administration of fines and strengthening control over compliance with traffic rules.

It is expected that the implementation of Photo Radar List will increase system transparency, speed up violation processing, and reduce the number of unpaid fines. For residents and guests of the island this means stricter control, as well as the need to check for outstanding debts in a timely manner to avoid additional sanctions.

Thus, Cyprus is taking another step toward creating a modern and effective road safety system where traffic violations will not go unnoticed, regardless of the vehicle’s registration location or the driver's citizenship.
