On Monday, September 21, two bills providing for the creation of a state registry for personal mobility devices were submitted to the House of Representatives for consideration. The initiatives were introduced by MPs Chrysanthos Savvides of DIKO and Dimitris Souglis of ADK.
The proposals come amid a rise in the number of road accidents involving electric scooters. According to Souglis, the new measures are intended to help police identify the owners of devices used in traffic violations and other offences.
If the new system is implemented, owners will be required to submit an application, pay a registration fee and present the device for inspection. The amount of the fee will be set by a separate ministerial order. For owners under the age of 17, the application will have to be submitted by a parent or guardian.
What rules could be introduced
One of the bills provides for the registration of every device in a special registry. Police and other authorised officers will be able to confiscate unregistered electric scooters. Separate penalties are proposed for the use of a scooter by someone below the permitted age. Such an offence could carry a fine of up to €1,500, imprisonment for up to 6 months, or both.
More serious liability could apply to parents. If a minor under the age of 17 uses an electric scooter and a parent or other responsible person fails to take the necessary measures to prevent it, the proposed penalty is a fine of up to €5,000, imprisonment for up to 1 year, or both. Rental companies are also expected to be required to provide police with information about a device user upon an official request.
Electric scooters could receive identification numbers
The second bill provides not only for registration but also for a special identification plate to be fitted to each device. The relevant ministry will determine the specific requirements for such a plate. Using an unregistered device, removing, damaging or falsifying the identification mark, or using someone else’s or a counterfeit number could be punishable by up to 1 year in prison, a fine of up to €3,000, or both.
Therefore, if the initiatives are adopted, Cyprus could introduce a system under which an electric scooter can be linked to a specific owner through a state registry and identification number.
What has already changed in 2026
The new initiatives are the next stage in tightening the rules for personal mobility devices. Changes to the legislation have already been introduced in 2026, and the current rules set the minimum user age at 17. The Ministry of Transport also states that police and authorised representatives of local authorities may impound devices for certain violations.
In particular, in August 2026, the Ministry of Transport launched a public consultation on the procedure for impounding personal mobility devices. It covers, among other things, cases where a device is used in a prohibited area, operated by a person under the age of 17, or capable of exceeding 25 km/h. The impoundment period may range from 30 to 90 days depending on the circumstances.
However, the new registry has not yet been introduced. The bills submitted by Savvides and Souglis have only just reached Parliament, so electric scooter owners do not yet need to file registration applications or pay a new fee. If Parliament approves the initiatives, the registration procedure, the amount of the state fee, the requirements for identification plates and the deadlines for registering devices will be determined separately.
