The Parliament of Cyprus has approved a bill initiated by politician Dimitris Demetriou from the Democratic Rally party, which introduces amendments to the legislation on motor vehicles and road traffic. The main innovation is that drivers are now required to move their vehicles after a road collision, provided certain safety conditions are met.

The law also introduces liability for failing to comply with this requirement. A violation includes not only inaction, but also failure to follow established procedures, as well as attempts to persuade or force another driver to ignore the rules.

Why the changes were needed

According to the author of the initiative, the existing legislation proved insufficiently effective, especially in cases of minor accidents. The main issue was the requirement for all parties involved to agree on moving the vehicles, which often led to traffic congestion.

It was also noted that this rule was sometimes used in the interests of insurance companies, which could indirectly influence drivers not to agree to move their vehicles. As a result, even minor accidents caused serious traffic jams, especially in major cities such as Nicosia and Limassol.

What will change for drivers

With the adoption of the new law, the controversial requirement for mandatory consent from all parties has been removed. Now, if an accident has not caused serious damage and does not pose a safety threat, vehicles must be cleared from the roadway. This will help free up roads more quickly and reduce congestion. Authorities expect the new measure to have a particularly positive impact on busy areas and during peak hours.

Despite broad support, the law has sparked discussion. MP Valentinos Fakontis expressed understanding of the initiative’s goal, but noted that the new rule places additional responsibility on drivers. In his view, this could create new challenges, especially in stressful situations following an accident.

In 2026, Cyprus is actively modernizing its transport infrastructure and tightening traffic regulations. The new measures are aimed at improving safety and traffic flow, as the number of vehicles on the island continues to grow.

Experts believe that the mandatory clearing of the roadway after minor accidents is a step toward European traffic management practices. In the long term, such changes will help reduce travel time, decrease the number of secondary accidents, and improve overall driving culture on the country’s roads.
