Abandoned vehicles are becoming an increasingly visible problem in Nicosia. Cars can remain on streets, in alleys, on vacant plots and in open areas for months or even years. Some owners leave their vehicles there in the hope of selling them, while others do not want to spend money on repairs when the cost of restoring the car becomes too high.
Over time, however, such vehicles do more than simply occupy parking spaces. They can become a source of waste, pollution and potential fire hazards. In addition, an abandoned car quickly loses what remains of its value and appearance: parts are removed, windows are smashed, doors are damaged and the interior is used for storing rubbish. Nicosia Mayor Charalambos Prountzos said that the municipality has already removed 2,300 abandoned vehicles from its territory, while around 4,000 more vehicles that may need to be removed remain in the city.
Why are there so many abandoned vehicles in Nicosia?
The problem is not limited to central streets. Abandoned vehicles can be found in a wide variety of locations, from residential neighbourhoods and small alleys to vacant plots, fields and open private areas.
There are various reasons why vehicles are abandoned. In some cases, the owner genuinely intends to sell the car but cannot find a buyer. In others, the vehicle requires repairs that cost almost as much as the car itself.
There is another problem as well: an abandoned vehicle gradually becomes a target for vandalism. Wheels, batteries or other parts may be removed, while windows can be smashed and doors forced open. As a result, what was initially simply an unwanted vehicle turns into a damaged object that pollutes the area and spoils the appearance of the neighbourhood. For the city, this means additional costs and the need to monitor a large number of vehicles.
Cypriot legislation allows municipalities to deal with such vehicles directly. Article 120 of the Municipalities Law of 2022 establishes the procedure for handling abandoned vehicles and other items left in public areas and open private spaces.
How abandoned vehicles are removed in Nicosia
Nicosia Municipality does not have its own permanent vehicle removal service. To remove vehicles, the city holds an annual tender and signs a contract with a private company. Once a vehicle is identified, municipal services place a special warning notice on it. Under the current procedure, a vehicle is considered abandoned if it remains on a public road or in an open public or private area for more than one week. A notice is then placed on the vehicle, and the owner is instructed to remove it.
Importantly, current legislation provides three days for the vehicle to be moved after the relevant notice has been issued. This is the deadline specified by Nicosia Municipality in its official notices. If the owner cannot be identified, the notification procedure required by law may be carried out through publication in at least two nationwide daily newspapers.
Nicosia Municipality regularly publishes lists of vehicles subject to this procedure. For example, in one notice issued in 2025, owners were given three days from the date of publication, after which the municipality warned that further action would be taken in accordance with the law. Therefore, a vehicle left on the street does not automatically become the property of the municipality. The legally established notification procedure must first be completed, giving the owner an opportunity to remove the vehicle.
What happens to a vehicle after it is removed?
What happens next depends primarily on the vehicle's legal and technical status. If the car has valid registration and the necessary documents, it may be sold in accordance with the established procedure. Depending on the circumstances, the vehicle may be put up for public auction or sold through another method permitted by law, with the proceeds going to the municipal budget.
If the vehicle no longer meets the requirements for further use and is effectively an end-of-life vehicle, it is transferred to a licensed operator for disposal. For the municipality, this means not only freeing up urban space but also ensuring that the vehicle is recycled. According to Engomi Deputy Mayor Panikos Constantinou, the municipality receives around €200 in revenue for each vehicle removed, as such vehicles are sent for subsidised recycling.
Simply moving a vehicle to a neighbouring street does not solve the problem. If the owner wants to keep the car, it must be moved to a legally permitted, enclosed private area where it will not inconvenience others, occupy public space or negatively affect the urban environment.
Why is the municipality stepping up enforcement?
For Nicosia, the problem of abandoned vehicles has several dimensions. First, there is the issue of urban infrastructure. With limited parking available, a vehicle occupying the same space for years prevents other residents from using it. Second, old and damaged vehicles can become a source of pollution. Technical fluids may leak from them, rubbish can accumulate around them, and broken windows and damaged bodywork can create additional hazards.
Third, abandoned vehicles can affect safety. Open doors and broken windows allow unauthorised people to access the interior, while unattended vehicles may be used for the illegal storage of various items. Finally, large numbers of abandoned vehicles affect the appearance of Nicosia. The problem is particularly noticeable in areas where the city is simultaneously investing in improvements to streets, public spaces and pedestrian infrastructure.
For car owners in Cyprus, the main conclusion is quite simple: if a vehicle is no longer in use, it cannot simply be left on the street or in an open area and forgotten about. It must either be officially sold and transferred to a new owner, legally stored on private property, or handed over to a licensed operator for disposal. For Nicosia, tackling abandoned vehicles is becoming part of a broader effort to free up public spaces, improve safety and maintain order in the city.
